1. Introduction
The Sac & Fox Nation of Missouri in Kansas and Nebraska Environmental dept. is seeking proposals from qualified environmental professionals or firms to conduct
Phase II Environmental Site Assessments (ESAs) at site located within the interior boundaries of the Sac and Fox Tribe of Missouri in Kansas and Nebraska Reservation. (Sites Information Available Upon Request.).
1.) Snake Creek Site (Hazardous Waste)

The goal of this Phase II ESA is to assess potential environmental contaminants at the site, evaluate the scope of contamination, and determine the need for further investigation or remedial actions.
This RFP provides details on the scope of services required and the submission process for interested firms.

2. Project Overview
Site Background: (Snake Creek) “Hazardous Waste”
The site is located on the Sac and Fox Reservation and is located within the Nebraska’s state boundaries. All roads to enter the site consist of either pavement and/or gravel. The site can be located south of the intersection of 704 Road and 657 Avenue. LAT/LONG coordinates should be used as the primary method for locating the site. The surrounding land is primarily used for agricultural purposes. However, Preston NE is a town located .94mi north of the site. There are also two houses in the vicinity: one on 657 Avenue, about 0.40 miles from the site, and another on 704 Road, roughly 0.73 miles from the site. The Tribe owns the maintenance rights to the road, with the right-of-way measuring 66 feet.
Waste and Illegal Dumping Issues:
This site has been identified as an illegal dump, however it is believed the pile of veterinary pharmaceutical waste, including vaccination bottles, horns, and tags, was uncovered after water erosion exposed it in the creek bed. This pile is located on the southeast corner of the 657 Avenue Bridge that crosses Snake Creek. Previous illegal dumping incidents have occurred in and around the property. Additionally, solid waste has been found scattered along the creek bed in the past.
Creek and Waterway Information:
Snake Creek flows into the Big Nemaha River 1.2 miles downstream from the site, which then merges with the Missouri River 5.91 miles further downstream.
• Objectives of the Phase II ESA:
o Confirm and delineate the presence of environmental contamination.
o Identify potential risks to human health and the environment.
o Provide recommendations for further action, if necessary.

3. Scope of Work
The selected consultant will be responsible for performing a Phase II Environmental Site Assessment in accordance with the American Society for Testing and Materials (ASTM) Standard E1903-19, and applicable state and federal regulations. The following tasks are anticipated:
• Site Investigation:
o Collect soil, groundwater, surface water, and/or air samples as necessary.
o Utilize appropriate investigative techniques (e.g., drilling, soil vapor sampling, geophysical methods).
o Conduct laboratory analysis of samples for appropriate contaminants.
• Site Characterization and Data Evaluation:
o Analyze laboratory results and compare to applicable regulatory standards.
o Assess potential risks associated with identified contaminants.
• Reporting:
o Prepare a comprehensive Phase II ESA report including the findings, conclusions, and recommendations.
o Provide an assessment of the nature, extent, and impact of contamination, and suggest potential next steps (e.g., Phase III Remediation or further sampling).
• Coordination and Meetings:
o Coordinate with The Sac and Fox Nation of Missouri in Kansas and Nebraska Environmental Dept. throughout the process.
o Attend meetings as necessary to update stakeholders on progress and findings.

4. Proposal Requirements
Proposals should include the following components:
1. Firm Profile:
o A brief description of the firm, including its history, core services, and experience with Phase II ESAs.
o List of relevant licenses, certifications, and qualifications of the firm and personnel.
2. Experience and References:
o A summary of experience performing Phase II ESAs, including examples of similar projects.
o At least three references from past clients for whom the firm has completed Phase II ESAs.
3. Project Team:
o Identify the project manager and key personnel who will be responsible for the Phase II ESA, along with their relevant qualifications and experience.
4. Approach and Methodology:
o A detailed description of the proposed approach and methodology for conducting the Phase II ESA at the subject property, including data collection, sampling methods, and analysis procedures.
5. Timeline:
o A proposed schedule for completing the Phase II ESA, including key milestones and estimated completion date.
6. Cost Proposal:
o A detailed cost breakdown for the Phase II ESA services, including all anticipated expenses (e.g., labor, materials, travel, laboratory analysis, etc.).
7. Insurance and Compliance:
o Proof of insurance (general liability, professional liability, workers' compensation, etc.) and the firm’s ability to meet any state or local regulatory requirements.

5. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Cost Estimate
• Perceived capability of Proposer to accomplish the required tasks
• Experience
• Timeline
• Determination of which Proposal will be most beneficial to the Sac and Fox Nation

• Contract Award:
The selected firm will be notified by [April 7, 2025] and will be required to enter into a formal contract with The Sac and Fox Nation of Missouri in Kansas and Nebraska.
